New neighbors and dog

So yesterday I was having a pretty good day at work, then when I came home I was just not feeling so happy, Andy did everything he could to make me feel better, but I am such a worry wart, so I was just dreading some things to come. Then to top it off we had neighbors move in last night, they have lots of kids, and a dog. Obviously dogs aren't a bad thing, we have 3, but this was a Husky, and they left it outside ALL night. I woke up a bazillion times. It whines, and whimpers, and howls. Sure our dogs bark, but when they are annoying we bring them inside, and we don't leave them out all night. Around 10 last night it stopped so we decided to just go to bed, but around midnight I was so close to call the coppers for noise disturbance. I'm not sure what we are going to do because not only is it annoying, even though it's an outside dog they haven't given it shelter and constant water, not sure about food, and it's still out there now. So we might write a letter and put it in their mail box, if they can't get it to quiet down during the night, serious action must be taken.
